THE 1000+ PAGE PROBLEM

Who qualifies for an Federal Housing Administration(FHA) loan? And what options do lenders have to grant them? These are simple questions. But in 2017, getting the answers to those questions was not so easy.

At the time, the FHA’s Single Family Housing Policy Handbook made 1,000 pages of mortgagee letters, housing notices, and other policy documents available to lenders, prospective home buyers, and other users. The Handbook was available in two formats, and neither was optimal:

The PDF Version

At 1000+ pages long, this version was big, cumbersome, and difficult to navigate. You could only search through it by using Ctrl+F.

The All-Regs Version

The All-Regs version was a better hierarchy and search engine than the PDF. But it was not easily accessible, and not always up to date.

As dedicated innovators, the leaders in The United States Department of Housing and Urban Development (HUD) set out to modernize the FHA Handbook so it worked better with how people consume information today—specifically, on their smartphones.

Knowing Longevity Consulting had experience in both mobile development and the mortgage industry, they called in our team of technology experts to help.

REIMAGINING THE HANDBOOK

The task before Longevity was clear: transform the FHA’s 1000+ page handbook from a static document into a more agile, user-friendly mobile framework.

But how, exactly?

Longevity met with lenders, policy analysts, mortgage industry experts, and other users to uncover insights that would make the mobile app as helpful as possible. Using those requirements and feedback as fuel, the Longevity team re-imagined the HUD Handbook in a fresh new way:

A modern, mobile experience that put fast FHA loan answers in every user’s pocket

Built Secure

Architected in Solr, an enterprise search platform, and customized to meet HUD’s requirements, the app was tested against the most rigorous industry standards.

Easy to navigate

The massive Handbook was broken down into chapters, with an intuitive menu hierarchy that makes it easy for users to get the answer they need in an instant.

Delightfully intuitive

From beautifully designed icons to a robust and streamlined search process, everything about the app treats users to a consumer-ized experience.

As with any technology project, there were hiccups along the way. But Longevity stayed on top of them, resolving some 700-800 bugs, issues, tasks, and requirement updates, keeping the FHA team up-to-date with every sprint.

INNOVATION WITH IMPACT

Finalized in October of 2018, the new FHA Handbook mobile app is a huge step forward for HUD and its constituents for a few key reasons:

  • It’s mission aligned. The new app looks great, feels great, and puts precise and current FHA loan information at users’ fingertips, helping lenders and home buyers take better advantage of the wide range of FHA products and programs.
  • It’s fiscally responsible. Eventually, the mobile app will do away with the PDF and All-Regs versions of the Handbook. Since the All-Regs version is maintained by a third party, that means more money will end up in HUD’s pocket.
  • It’s forward thinking. By leveraging next-generation technology for their users, not only does HUD better help those they serve, but they also position themselves as innovators who can translate bold thinking into real impact.
