Washington, DC—November 6, 2014— The United States Department of Agriculture (USDA) is the U.S. federal executive department responsible for developing and executing federal government policy on farming, agriculture, forestry and food. It aims to meet the needs of farmers and ranchers, promote agricultural trade and production, work to assure food safety, protect natural resources, foster rural communities and end hunger in the United States and internationally. Longevity Consulting was contracted by the USDA Agricultural Research Service (ARS) to assist with the improvement of their Annual Resource Management Planning (ARMPs) process. The focus of the project was the reduction of the time and effort required to create the ARMPs.
The existing ARMPs process took over 8 months to complete and thousands of hours of labor. As a result of the long lead time required for completion, many resource purchase and use decisions had to be made without the knowledge of the existing assets. In addition, the labor required to generate the report was extensive and costly. Longevity led discovery and measurement functions, aiding the process subject matter experts in identifying, defining and documenting the current state process. Longevity also managed the statistical analysis of the current state process, identifying and prioritizing the opportunity areas and directing the implementation of a myriad of improvements. The new improved ARMPs process is dramatically faster, requiring less than 4 months to complete with a 45% reduction in labor costs.
The project was awarded the 2014 USDA Secretary’s Honor Award for Management Excellence, an annual award given to the project that shows the greatest accomplishment in process management. The Secretary’s Honor Award is the most prestigious U.S. Department of Agriculture (USDA) award presented by the Secretary of Agriculture, recognizing noteworthy accomplishments that significantly contribute to the advancement of USDA’s strategic goals, mission objectives and overall management excellence. Each year, the winner is selected from all of the projects undertaken by the USDA’s 105,000 employees across all 23 agencies.
